Meeting, School District Election and Vote         

             BE IT RESOLVED, THAT THE Board of Education of the Pawling Central School District, Dutchess and Putnam Counties, New York, hereby authorizes and directs the District Clerk to give notice to the qualified voters of the School District of the Annual Public Hearing on the Budget, Annual Meeting, School District Election and Vote as attached, including the following propositions:

 

RENOVATION OF ELEMENTARY SCHOOL,

INCLUDING ROOF, FAÇADE AND ENTRANCES

 

RESOLVED, that the Board of Education of the Pawling Central School District, is hereby authorized to (1) renovate the Elementary School, including Roof Replacement,  Repointing of Façade, and Exterior Entrance Repairs at a cost not to exceed $2,600,000, which is estimated to be the maximum cost thereof, (2) expend such sums for such purpose, (3) levy the tax necessary therefor, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education, taking into account state aid received, and (4) in anticipation of the collection of such tax, to issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $2,600,000, and to levy a tax to pay the interest on such obligations when due.

 

BUS PURCHASE PROPOSITION

 

RESOLVED, that the Board of Education of the Pawling Central School District, is hereby authorized to (1) acquire school buses and school vehicles at a cost not to exceed $273,157, which is estimated to be the maximum cost thereof, (2) expend such sums for such purpose, (3) levy the tax necessary therefor, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education, taking into account state aid received, and (4) in anticipation of the collection of such tax, to issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $273,157, and to levy a tax to pay the interest on such obligations when due.

LEGAL NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION

 

                NOTICE IS HEREBY GIVEN, that a Public Hearing on the proposed 2006-2007 Budget for the Pawling Central School District shall be held in the Multipurpose Room at the Pawling Elementary School, 7 Haight Street, Pawling, Dutchess and Putnam Counties, New York, on Monday, May 8, 2006 at 7:30 p.m., Prevailing Time.  The budget will be available for review for at least seven days prior to the hearing at all School District building offices.

 

                AND NOTICE IS FURTHER GIVEN that the election of a candidate to the Pawling Central School Board of Education and the budget vote will be held on Tuesday, May 16, 2006 between the hours of 12:00 noon and 9:00 p.m., prevailing time, in the Multipurpose Room of the Pawling Elementary School, 7 Haight Street, Pawling, Dutchess and Putnam Counties, New York, at which time the polls will be opened to vote by voting machine on the following items:

 

                1.             To elect two (2) members of the Board of Education for a three (3) year term, commencing on July 1, 2006 and expiring on June 30, 2009.

 

To vote upon the adoption of the Budget of the School District for the 2006-2007 fiscal year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District.

 

To adopt the following propositions:

                The Board of Education gives further notice that personal registration of voters has been adopted for said School District and that no person shall be entitled to vote at said meeting whose name does not appear on the register of the School District and/or is registered under the provisions of Article 5 of the Election Law for general election purposes.

 

                Said Board of Education gives further notice that the Board of Registration will prepare the register of said School District and any person shall be entitled to have his or her name placed upon such register provided that at any meeting of the Board of Registration, he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the School District Meeting for which such register is prepared so long as the registrant votes at least once in four years.

 

                Said date, time and place of the meeting of the Board of Registration is as follows:

 

                Thursday, May 4, 2006       3:00 p.m. - 7:00 p.m.

 

                and will be held at the Pawling Elementary School.

 

                Please take further notice that the register prepared pursuant to Section 2014 of the Education law shall be filed in the Office of the District Clerk; that such register shall be open for inspection by any qualified voter of the District, on each of five days prior to the day of the election, except Sunday, May 14, 2006, and that the hours during which such register shall be open for inspection shall be from 8:00 a.m. to 4:00 p.m., Prevailing Time.

 

                Please take further notice that applications for absentee ballots for election of Board Members and voting on the budget and propositions may be applied for at the Office of the District Clerk.  Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter.  A list of all persons to whom absentee ballots shall have been issued will be available in said office of the District Clerk on each of the five days prior to the day of the election except Sunday, May 14, 2006, from 8:00 a.m. to 4:00 p.m., Prevailing Time and on May 16, 2006.

 

                Please take further notice that a copy of the statement of the amount of money which will be required by the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the District during the fourteen days immediately preceding the Annual District Election except Saturdays, Sundays or Holidays, at each School Building between the hours of 9:00 a.m. and 3:00 p.m., Prevailing Time and also at said District Election.

 

                Please take further notice that petitions nominating candidates for the office of Member of the Board of Education to fill two (2) expired terms of three years must be filed with the District Clerk no later than the thirtieth day preceding the Annual Election of May 16, 2006.  Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large.  Petitions must be filed no later than 5:00 p.m., Prevailing Time on April 17, 2006.  Each petition must be directed to the District Clerk, must be signed by at least twenty-five (25) qualified voters of the District stating the residence of each signer and must state the name and residence of the candidate.  A copy of such petition may be obtained at the Office of District Clerk during regular school hours.

 

                AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Sections 2035 and 2008 of the Education law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said vote and election, must be filed with the Board of Education on or before April 24, 2006 at 5:00 p.m., prevailing time; must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least fifty (50) of the qualified voters of the District; and must state the name and residence of each signer.  However, the School Board will not entertain or place before the voters any proposition if its purpose is beyond the power of the voters or is illegal, or any proposition requiring the expenditure of moneys which fails to include specific appropriations for all such expenditures required by the proposition.

 

                AND BE IT FURTHER RESOLVED, that the School District Clerk shall cause the Notice set forth above to be published once each week for four (4) weeks within the seven (7) weeks preceding the Annual Meeting, Election and Vote, the first such notice to be published at least 45 days prior to the Election and Vote, in accordance with Section 2004 of the Education Law.

2006-2007 BUDGET PROPOSITION

 

RESOLVED, that the Board of Education of the Pawling Central School District, Dutchess and Putnam Counties is hereby authorized to appropriate the estimated expenditures of $ _______________ for the ensuing 2006-2007 school year in accordance with the statement which has been presented by the Board of Education under Education Law, Section 1716, and raise the necessary taxes thereof.

 

BE IT FURTHER RESOLVED, that the Board of Education present a contingent budget of $ _____________ as required by State law, which will be required for school district purposes for the year 7/1/2006 through 6/30/2007, which excludes non-contingent and exempt expenditures, and

 

The Property Tax Report Card be accepted as presented, and

 

BE IT FURTHER RESOLVED, that the Board of Education direct the District Clerk to amend the Notice of the Annual Public Hearing on the Budget, Annual Meeting, School District Election and Vote and to give notice thereof.
